Delegate Upson moves to amend the bill on page 2, section 11, line 36, after the period by inserting the following sentence, “For water and sewer utilities, improvements that are needed exclusively to increase flow capacity for new customers and provide new infrastructure exclusively for new customers may not increase rates for existing customers.”
